Kris Nakagawa Returns to Lead PUC Legal Team

The Public Utilities Commission (PUC) is pleased to welcome back Kris Nakagawa as its Chief Counsel.

Nakagawa previously served at the PUC from 1999-2005, first as PUC counsel and later as Chief Counsel, and returns with more than 30 years of legal, regulatory and executive leadership experience.

“Kris brings extensive knowledge of utility regulation, administrative law and Hawaiʻi’s regulatory landscape,” said PUC Chair Jon Itomura. “I worked closely with Kris while serving as the supervising attorney at the Division of Consumer Advocacy and welcome his return to public service.”

Most recently, Nakagawa served as Vice President of External and Legal Affairs at Young Brothers, where he led legal and regulatory matters and advised company leadership on compliance, governance, government relations and risk. He previously spent 15 years as a partner at Morihara Lau and Fong, focusing on public utilities, energy, telecommunications, water, land use and administrative law.

“Returning to the PUC is a meaningful full-circle opportunity,” Nakagawa said. “I have always respected the organization and have many wonderful memories from my earlier time here. I look forward to collaborating with the PUC ʻohana and contributing to its important work.”

As Chief Counsel, Nakagawa will oversee the PUC’s legal section and provide guidance on regulatory proceedings affecting Hawaii utilities, customers and communities. His experience across both the public and private sectors will support the PUC’s mission to ensure safe, reliable and affordable utility services.

The PUC is proud to welcome Nakagawa back and looks forward to the leadership, knowledge and perspective he will bring to the organization.
